Officials today released surveillance photographs of two people who have been duping elderly residents in Evanston and Chicago into handing over thousands of dollars to them using several scams.

Authorities are seeking the group of con artists believed to be linked to similar but separate incidents in which one elderly man was swindled out of $10,000 and another out of $6,000.

As part of the schemes, the con artists convince people to give up money as a way to secure a larger amount, Evanston police said. The scams, dubbed the "Pigeon Drop" or "South African Switch," can also induce a victim into giving up money in exchange for valuable objects.

WASHINGTON -- The Navy says that three dogs died and dozens more were in poor health after being neglected by a private security contractor in Chicago that had been hired to train the dogs to detect explosives.

A team of military handlers discovered the dogs last October at a facility run by Securitas Security Services USA after the Navy terminated its $7.5 million contract.

Navy spokesman Capt. William Fenick said that of the 49 dogs discovered, two were dead and the rest were in poor health. Another dog died soon after being recovered.
Securitas Security Services did not immediately provide comment.

The incident was first reported by The Virginian-Pilot, which says it obtained a picture of one of the rescued dogs, whose rib cage and hip bones were protruding.

The discovery is the latest in a string of contracting woes for the Defense Department. Lawmakers and government watchdog groups say they are concerned that the military is relying too heavily...

After a marathon meeting into the early morning hours today, the Oak Park village board unanimously endorsed recommendations from the plan commission to build a 20-story glass tower at the busy downtown corner at Lake Street and Forest Avenue.

The proposal includes a 140-room hotel, 85 condominiums, two stories of retail space and a 510-space parking garage. The building will replace a 36-year-old parking deck in need of repair and a single-story retail building that was home to the Original Pancake House and a small grocery store.
